Transition Manager - Midlands Area - Salary circa GBP75,000
Working with the Fire Service across the Midlands and East of England covering the West Midlands, East Midlands and the East of England on the Emergency Services Network Project the Transition Manager will provide leadership and management to field based Project Management resources. Supporting delivery of Transition deliverables, implementing the Programmes requirements for the management, planning and reporting of Transition readiness and implementation within the specific timescales and standards.

Duties:
Deliver professional project management services, representing the Delivery Partner, the Authority (client) and the Programme at a local level.
Integrate effectively into a diverse team comprising several organisations including the client (Home Office), Emergency Service organisations and other suppliers, recognising the importance of professional conduct, behaviour, collaboration and building effective relationships.
Maintain the required standards of information security, data protection and discretion, as expected when delivering Government programmes.
Take responsibility for the day to day management of DP regional PM's providing leadership and management support.
Be required to work with PM's to ensure that there is effective planning, assurance and tracking and reporting of Transition readiness and implementation across the regions.
Manage and facilitate the provision of ad hoc Project Management support and assistance to User Organisations as highlighted by Transition PM's and the Transition Support (TS) Lead. This may include prioritising and facilitating DP Transition Project Managers and Transition Schedulers to work within the User Organisation to augment their existing capabilities to ensure that UO Plans and Schedules are commensurate with their stage in the transition readiness and delivery.
Highlight to the Authority where further resource/work is required by User Organisations to allow them to meet the requirements to transition from Airwaves to ESN.
To provide support, assistance and direction to PMs to meet the Programme's need for them to complete monthly UO Transition reports.
Review PM monthly Transition reports to develop an understanding of the national Transition status highlighting to the Authority key risks and issues to transition.
Oversee the implementation of the DP Transition risks, issues and lessons learnt processes to ensure that when identify these are escalate to the Programme.
Where applicable, make recommendations where remedial actions could be undertaken by User Organisation to address risks and issues identified.
Build effective working relationships with the Transition Support Lead and ensure a common understanding on the ways of working for each Service/Region in order to provide effective support on the Programme's behalf.
Implement and manage a User Organisation engagement recording process for each UO to demonstrate how the DP has engaged with the UO.
Oversee the production and maintenance of Group Transition Plans incorporating individual User Organisation plans, and assist User Organisations in developing operational level plans.
Oversee the development of Transition Completion Reports at the appropriate time post User Organisation completion of, and PM assurance of, the defined Transition readiness activities.
Provide a national view of performance, risks and issues against the National Transition Plan and escalate to EMT.
Establish a National overview of activities, risks and issues relevant to other (non 3ES) User Organisations (i.e. interfaces or dependencies with the National Transition Group) wishing to commence Transition with a specified UO.
Ensure the delivery of key the DP's deliverables within Transition including Group Transition Plans, Transition Assurance, Tracking and Progress Reports, Group Business and Technical Readiness Assessments, Group Transition Completion Reports, and any other deliverables, reports or presentations as requested by the client or wider programme team.

Skills & Experience:
Educated to Degree level Project Management, Business Management or a core engineering discipline.
Have a Project or Programme Management qualification such as: APM - PFQ, PMQ; PMI PMP
A post graduate degree in Project or Programme Management would be desirable
A technical qualification or equivalent experience in operations, logistics, process optimisation or business change would be ideal.
Operational management, ideally in emergency services environment.
Project and programme management, including project set up, scheduling, planning and developing project activities and reporting against progress, risks and mitigations.
Understanding of communications or ITC technology or experience in those sectors.
Planning and resourcing in a consulting environment, including assessing what skills and functions may be required, and expected durations of activities.
Successfully managing stakeholders, within an environment where there are multi-agency relationships, conflicting objectives and commercial and political complexity.
Resolving tensions or conflict in project environments efficiently, effectively and with relationships intact.
Development of Project Management plans and processes e.g. PEP, PID's, Business Cases, resource profiles etc.
Experience of working for or with Emergency Services
Project and programme management methodologies, processes & tools
Excellent, accurate written and verbal communication
Direct experience of managing a team of Project Manager.
Implementing operational readiness and transition (ORAT) activities / programmes would be desirable.
Implementing technology change programmes preferred.
Broad technical understanding of telecommunications systems / processes and infrastructure desirable.
Experience of implementing and using the KBR management system would be ideal.
