Overview

Two of Europe's most prominent and innovative engineering and construction companies - Laing O'Rourke and Murphy - have come together to form LM, a powerful joint venture, supporting the growing number of major transport infrastructure projects across the UK.

Both organisations are market leaders in high-speed rail delivery, tunnelling, bridge construction, civil engineering, offsite manufacturing and digital engineering.

LM, along with Fusion JV and CS JV, have been awarded the enabling works for High Speed Two. Delivering the essential early works will include archaeology, site clearance and setting up construction compounds - ahead of the start of the main civil engineering work.

The £900 million enabling works contracts cover the whole of Phase One, from London to Birmingham and the connection to the West Coast Main line at Handsacre in Staffordshire.

The Laing O'Rourke / Murphy joint venture team are working together to provide a professional and dynamic service. With a wealth of experience in planning, design and community engagement, we are utilising the latest construction methodology to deliver works, efficiently and safely.

Main purpose of role:

The Consents Manager, EWC Area North, is responsible for oversight of all consents requirements required to deliver the enabling works scope. These include planning consents under Schedule 17 of the HS2 Act, environmental consents and highway related consents The Consents Manager will also be responsible for oversight of the land access process, working closely with HS2's Land and Property team, in order to achieve timely access for surveys and other non-intrusive works, and possessions for intrusive surveys and construction.

Key responsibilities and duties:

Specific:

- Identifying the consents needed in order to deliver the works;
- Working with HS2's planning and environmental consents teams to conduct pre-application liaison with consent granting bodies, primarily local planning authorities but also Environment Agency and others;
- Liaising with the LM CMO Project Manager Team and DJV/supply chain to specify, programme and help procure resource inputs to applications;
- Preparing and submitting consents applications in a timely way;
- Briefing and managing the drafting of consents applications as part of work packages delivered by the DJV/supply chain;
- Reviewing and agreeing with HS2 consents applications prior to submission;
- Liaising with consent granting bodies and managing applications through to determination;
- Tracking and reporting consents progress to HS2 as part of consents management and as an input to the LM CMO monthly reporting process;
- Monitoring compliance of construction works with consents and any conditions imposed;
- Identifying land access and possessions, together with their timing, needed in order to provide surveys and works, and requesting these of HS2;
- Attending HS2 land ('FLAB') workshops to ensure EWC land requirements are communicated and progressed in a timely way;
- Providing updates to HS2's land and access tracker;
- Overseeing and monitoring the treatment of Undertakings and Assurances in work package planning and delivery to ensure all applicable U&As are recognised and addressed;
- Overseeing and monitoring the treatment of Third Party Agreements in work package planning and delivery.
