Working on behalf of a Local Authority, Aatom Recruitment has an excellent opportunity for an experienced Operations Officer - Grade 8 on a temporary basis. They would like someone who has the experience and knowledge in the following:

Purpose of the role -

To effectively co-ordinate and control the resources necessary to carry out designated work including inspection, scheduling, planning, allocating and executing works within a contract area.

To undertake highly effective supervision and performance management of craft operatives
and the Council's contractors.
* Provide assistance with the building of an area based team through regular meetings and
contact with the workforce.
Undertake effective project management, including the optimum sequencing of works,
ordering and planning material deliveries & joinery and plant to facilitate the completion of
contractual target dates.
* Ensure the effective management and utilisation of external contractors, including
overseeing their on site performance and hold regular contract meetings with them in order
to develop and agree programmes, working methods and new procedures where required.
* Perform pre-inspections of repairs in council's properties utilising computerised
equipment and processing the work required in relation to an agreed schedule, in both
tenanted and void properties.
* Ensure that all job instructions are correctly acted upon and that all drawings, specification,
bill of quantities and schedules are adhered to, ensuring full compliance with Building
Regulations and Council's Specification Manual.
* Adhere to the Construction (Design and Management) Regulations 2007 and other
construction related safety legislation.
* Develop Health & Safety Plans for construction projects, implement control measures
required to deal with project risks and ensure the submission of required information to the
CDM co-ordinator.
* Ensure compliance with relevant Corporate Health & Safety related Policies and actively
encourage safe working practices by making "assessments" of the work place and
environment to reduce risk to employees and the public.
* Effectively manage, monitor and control all work undertaken including, safety systems,
completion dates, customer satisfaction and ensure appointments for works are arranged
and maintained. Manage the quality of work in progress by meeting the targets for pre,
progress and post inspections as prescribed.

Qualifications -
BSc in a construction related discipline (or HNC in relevant discipline with extensive site supervisory experience) or other equivalent qualifications and willing and keen to undertake specific training to develop specific competency in the role.

IOSH Managing Safely in Construction (or equivalent).

Skills and Experience -
Extensive supervisory experience of craft operatives and contractors undertaking domestic repairs and improvements.

A detailed understanding of issues facing social housing and their likely impact on future service delivery.

Significant experience on advising and supporting management on technical issues and hazards associated with construction activity.

Extensive project planning and control of designated construction or refurbishment activity.
Significant experience of liaising, supporting and advising customers.

A-Level or equivalent in Mathematics or a Business related subject or equivalent relevant HND/HNC/NVQ4 level qualification or equivalent relevant experience.
