A strategic alliance has been formed between Warwickshire Police and West Mercia Police in order to enable both forces to meet the challenge of reducing policing budgets. By working more closely together the forces will benefit from greater operational and organisational resilience, making us the fourth largest geographic police area in England and Wales.

The main purpose of the role is to provide support and guidance to police officers in the management of Dangerous Dog incidents, liaising with key stake holders to ensure dangerous animals are properly managed to minimise risk to the public..

Through gathering evidence of offences and presentation to the relevant court in a clear manner, whilst acting as an expert witness in the area of dangerous dogs.

Main Responsibilities:

To provide specialist support to initial responders and other agencies for incidents involving dangerous dogs, by using specialist tactics to safely contain, secure and transport dangerous dogs, through the use of specific equipment.

To provide a Single Point of Contact facility for Dangerous Dog legislation. Offering guidance and advice on appropriate legislation and legal remedies.

To plandetailed interviews with suspects and witnesses in relation to dangerous dog related crime matters.

To prepare evidential files ensuring that they are completed to a high standard and work in partnership with the Crown Prosecution Service and other partner agencies to ensure proportionate legal sanctions are achieved at court.

To conduct expert examinations of dogs to determine whether they are dangerous or of a banned breed. Work in conjunction with specialist vets and animal psychologists to determine the level of threat posed by a particular animal.

To attend Magistrate, Crown or Civil court to provide expert witness testimony in cases relating to Dangerous Dogs.

To deliver awareness training sessions to relevant stakeholders and interest groups on the subject of Dangerous Dogs and the relevant legislation.

To undertake any other duties commensurate with the role as determined by Dog section management.

Experience/Skills:

Knowledge of the relevant legislation relating to Dangerous Dogs and animal welfare, in particular:

Police and Criminal Evidence Act (1984)

Animal Welfare Act (2006)

Dogs Act (1871)

Dangerous Dogs Act (1991)

Dangerous Dogs Amendment (1997)

Common Law

Anti Social Crime & Policing Act (2014)

Knowledge level should be commensurate to that of Pip Level 1.

Have attended the Certified Dog Legislation Officer and been certified as a Dog Legislation Officer.

Be fully conversant with the risk assessment process for banned breeds and dangerous dogs.

Experience as Police dog handler

Experience as a Dog Legislation Officer

Experience of presenting evidence at Court

Excellent communication oral and written skills including report writing and case file preparation

Proven investigative and assessment skills

Ability to interview victims, witnesses and suspects.

Proven ability to handle Dogs and use specialist dog handling equipment in the approved manner

Competent use of IT including use of databases and report preparation

Negotiating and influencing ability

Driving Licence

Special Conditions

Regular travel throughout the Warwickshire and West Mercia policing areas

Wearing of uniform

Frequent physical effort required in the management and containment of Dangerous dogs.

Possible exposure to disturbing/unpleasant scenes, images, tasks or environments i.e. attending the scene of a Dog attack, viewing images for the creation of prosecution files and attending kennels to assist with having dangerous dogs PTS

Unpleasant Working Conditions: Dogs may be seized from premises which are in an unsanitary condition. Persons present who are opposed to police action,and therefore who are verbally abusive or potentially violent

Lone working

Requirement to work weekends and unsocial hours as required

Requirement to participate in an On Call rota.

Regular medical and hearing tests required due to working in noisy environments and physical nature of role.

WARRANTED POWERS:

The post holder will be required to lawfully exercise with professional judgement the 'designated powers' of an investigator as determined by the Police Reform Act 2002, and as authorised by the Chief Constables of Warwickshire Police and West Mercia Police. Those powers include:

to make PACE Section 8 search warrant applications, and applications under relevant Dangerous Dog Legislation for the seizure, retention and PTS of animals;

to access excluded and special procedure material;

to enter and search after arrest; a general power of seizure of evidence; access and copying evidence in the case of things seized by constables;

With the exception of warrant applications these powers are only exercisable within the policing areas of Warwickshire and West Mercia.
