Role Purpose

To continually develop, deliver and manage a high performing bids and tender team that reflects evidence based best practice and is recognised (internally and externally) as a Centre of Excellence.

Your team, working with key stakeholder from the wider business, will deliver consistently high quality, compelling, potent, competitively discriminated compliant tenders. Our win rate, and achievement of wider objectives, will underpin the Speciality Function business growth plan.

Accountabilities

  • Full active management and development of 3 Bid Managers to achieve and exceed current year business win targets and other longer-term defined business objectives, which underpins the Speciality Function business growth strategy for 2021
  • Develop, deliver and manage a strategy for a long-term bids and tenders Centre of Excellent, reflecting evidenced based best practice (including the pre-tender phase), which is essential in our bid-led environment to underpin the business growth plan for the Speciality Function
  • Develop and execute a plan to ensure all current and potential bid team members are skilled in, and compliant with, our best practice tender process as part of operating a tender Centre of Excellence
  • Develop and manage a plan to consistently achieve the Celesio Tenders Team 'critical performance indicators' (new business, business retention, test & learn and access to opportunities) to deliver the planned business growth target
  • Deliver bids and tender strategies that have the patient at the centre of our business. As a healthcare provider this is a key differentiator and driver for achieving our business growth plans
  • Accountable for the quality and compliance of all bids submitted as a proxy marker for successful outcomes, which are an essential part of delivering the Speciality Function business growth plan
  • Develop and deliver individual strategies to actively select and win bids, working with multiple bid teams across the Celesio business sectors of:
    • Pharmacy Services (pharmacy services delivered to Acute Trusts, Mental Health Trusts, Community Trusts, Private Hospitals)
    • Local Commissioned Services (an increasing range of pharmacy services delivered from our community pharmacies)
    • Care Homes
    • AAH Hospital Services (supply of medicines and added value services for use in hospitals)
    • Speciality Pharmacy (out of hospital services and healthcare delivered to patients)
    • Pharmaco (manufacturer agreements for the distribution of, and adding value to, pharmaceuticals)
    • AAH Third-Party (supply of product and services to community pharmacy)
  • Develop and deliver a strategy for the robust re-use of material (knowledge bank) that will ensure the delivery of high quality bids and streamline the bid process driving efficient ways of working whilst delivering the key business objectives
  • Develop and embed a strategy and process for continuous improvement, learning from all interactions and activities, to drive up quality and business win rates
  • Own, manage and deliver individual bids and tenders, as workload demands, working as part of the wider Bid Manager team. This will include assembling a bid team with the relevant knowledge required to prepare a winning bid, whilst taking ownership of the end-to-end bid process, including introduction and implementation of all necessary bid procedures, governance and process.

Experience and Qualifications

Knowledge (essential)

  • Educated to degree level
  • Detailed knowledge of UK public sector procurement regulations (Public Contracts Regulations 2015) and their application to a healthcare business
  • Relevant service sector experience and knowledge (e.g. Life Sciences, Healthcare [NHS & Private], Pharmaceutical Manufacturer and Pharmaceutical Supply Chain)
  • Extensive knowledge of best practice bid procedures, governance and end-to-end bid process
  • Financial experience in budgets, cost models and sales targets
  • Competent with MS packages - e.g. Outlook, Word, Excel, PowerPoint, SharePoint, Visio

Knowledge (desirable)

  • APMP Practitioner or Professional level
  • Post-graduate business qualification
  • Experience with Lean Methodology and/or Six Sigma practitioner and/or PRINCE2 or similar project management methodology

Skills

  • Proven capability and record in delivering winning tenders for large and/or complex service opportunities
  • Background in solutions and services and experience of bid campaign management from opportunity identification through to project delivery (including opportunity qualification, win strategies, commercial discussions and solution design)
  • Have the ability to manage complex, multi-worksteam opportunities
  • Will be fully conversant with the competitive marketplace
  • Exceptional communication skills - written, verbal and presentations
  • Must be comfortable working at Director and Senior Management level (both internal and external)
  • Strong people management and development skills
  • Proven team leadership skills
