Procurement Delivery Lead
The roleOur Procurement Department is expanding rapidly to meet the growing demands of sourcing over £11BN of contracts for maintenance, design, construction, IT, fleet management and varied corporate services including HR and facilities management.We are now seeking a Procurement Manager to join us as Procurement Lead at this exciting time. As a part of a wider business project team, you will lead the design and delivery of strategic procurement strategies and provide procurement leadership to the wider highway business.As a procurement professional, with experience of designing and implementing sourcing strategies, you will have in-depth knowledge of the end to end procurement life cycle and a keen understanding of the need for good governance and risk management. You will be able to analysis and understand market sectors (IT, professional services etc). With ability to align business objectives to market capability/capacity, to develop the most effective procurement vehicle and fit for purpose supplier. You will understand the various routes to market, and help the business select the right form of contract.Day to dayThe roles will lead our HR procurement category to support the business recruit, develop and retain a motivated workforce. As a key part of the HR leadership team you will be expected to analyse industry and business data to identity risks and opportunities, support the drafting of new contracts, advertise opportunities to marketplace and evaluate supplier submissions to ensure Highway England secures the best available market solution.A natural multi-tasker and problem solver, you will enjoy tackling the diverse range of spend categories, with a willingness to learn new skills, knowledge and tools. - Experienced procurement professional; a member of or actively pursuing membership of the Chartered Institution of Purchasing & Supply (CIPS) or equivalent.
- Knowledge and experience of the procurement lifecycle, including market analysis, packaging strategy, supplier selection, contract award and ongoing supplier performance
- Knowledge and experience of drafting and applying commercial contracts to deliver company objectives.
- An experienced project manager, with evidence of delivering projects to time, budget and quality
- Ability to engage and influence partners to develop joint solutions & deliver high level of customer service
