Currently recruiting for a leader and manager to work within the HR Department for my Public Sector client. Whilst you will have a strong understanding of HR principals you do not necessarily have to be a HR Manager. We are after people managers. Someone who can lead a team of HR and Training professionals across various geographical locations. You will be based out of Birmingham but travel to Bedford, Bristol and Guildford to manage your team should be expected.

The Regional GR Operations Service Lead will be responsible for managing the Tier 2 Regional HR Managers and Regional Trainers to enable the delivery of a seamless and productive experience for customers.
The Regional HR Lead will manage the resourcing and deployment of the Regional HR Managers and Regional Trainers in response to business need as escalated through Tier 1 and Tier 2 Central, and/or identified by HR Business Partners.

Technical Capability

Lead the HR Operations services in unison with the Tier 2 Central Lead, reporting into the HR Operational Services Manager.
Manage the Tier 2 Regional HR teams to ensure consistency of service delivery and integration across the operating model.
Ensure Tier 2 Regional HR teams are adequately resourced and deployed to meet the demands of the business, assessing what services require local deployment and considering what can be absorbed through the central team.

HR Strategy

Draw regional delivery and casework expertise to provide input to the development of the wider HR Operations strategy, plan and budget; ensuring this is aligned to Highways England's business requirements and the overall People Strategy
Provide vision, leadership, planning, and management for the implementation of an effective Tier 2
HR Governance

Champion the service delivery model by delegating and/or escalating queries that are outside their remit (e.g. simple transactions and queries) to avoid becoming viewed by the business as 'Local HR'.
Work closely with the HR Operational Services Manager to ensure alignment, improve efficiencies, and drive consistency across the wide breadth of services provided by Tier 2.

HR Policy & Process

Share feedback regarding implementation of HR policies and processes back through the proper channels in HR to ensure the voice of the customer is being adequately escalated.
Create a service culture with Managers and Employees to foster relationships between the HR function and the customer.

HR Reporting and Analytics

Deliver tactical communications regarding MI trends and issues highlighted and implement tactical interventions to resolve local issues
Identify opportunities for and manage the transition of transactional support activities to HR Operational Services

Management Responsibility

Manage and appropriately deploy Regional HR Managers to effectively deliver generalist HR support and coaching services to the business.
Build and maintain a strong team through effective recruiting, training, coaching, team building and succession planning.
Responsible for team performance, providing coaching to new or less-experienced operational support staff, in line with established performance improvement objectives and coordinating communication and information flows within the team.

£47-54K + 15% pension, bonus, flexible working hours and more
