Our Local Authority client are a county council who are based in the East Midlands who are currently looking to appoint a Development Surveyor to work on a 2 year fixed term post.

MAIN PURPOSE

The development surveyor will support and take the lead where necessary the development of significant projects within the County

This will include all aspects of property development. The post holder will either be the lead officer or part of the wider team taking a project forward to conclusion

The development surveyor will advise on local and national markets. This will include identifying costs and options taking into account local and national trends

To provide project management skills from Cradle to Grave. This will include management of suppliers in the delivery of a portfolio of services essential for the delivery of the project. This will include, where required management on site.

The development surveyor will procure consultant/contractor support in accordance with Council Procedures and to manage the associated budgets. This will include, where required management on site.

To conduct development appraisals, market valuations (Red Book/Green Book) utilising both internal and external resources

The development surveyor will support and assist on large procurement/regeneration projects

The development surveyor will research and produce strategic property reports. To report to, and attend as required meetings of the Council, Cabinet, Scrutiny Panels and Committees in order to ensure timely decision making processes in compliance with the Council's Constitution.

To undertake land and asset disposals and acquisitions in accordance with Councils Constitution

The development surveyor will manage delegated budgets and ensure effective financial planning and monitoring in accordance with the Council's Financial Procedure rules. Manage any approved grants, including the development of appropriate bids to maximise funding opportunities and respond to budget pressures.

PERSON SPECIFICATION

Professional qualification (or standard) in the Build Environment - RICS, CIOB, BIFM
Degree standard of education
Experience of working at a senior level within a similar environment - to include public and private sector acquisitions and disposals
Proven track record of delivering major projects
Detailed working and operational knowledge of the development process
In-depth knowledge of relevant legislation and national guidance relating to the built environment
Successful track record of establishing and maintaining partnership working that has led to the successful delivery of major projects
Demonstrated experience in providing verbal and written advice and leadership to senior officers and stakeholders
Experience of managing resources including staff management and financial budget management.
Knowledge, understanding and experience of the broader range of services provided by local government.
