Partnership and Enabling Manager

Immediately Required

Location: Midlands

Salary: £30-35,000 + Benefits

Our client is a leading provider of affordable rent to buy homes nationally and have properties across the country. Being at a critical point in their growth plans, they are in need of someone to secure their ambitious business plan targets. They are looking for someone to be the face of the organisation, developing relationships with Local Authorities, securing registered provider partners and identifying suitable sites for development to unlock opportunities.

Day to Day Duties:

- Responsible for leading and implementing the Engagement Strategy in agreed geographic and priority areas
- Build positive and constructive relationships with local authorities and Registered Providers to translate pipeline opportunities into the developments
- Seek to influence local authorities who are reviewing planning policies and work to promote that as an acceptable tenure in local planning frameworks.
- Regularly review and agree priority local authorities, implementing agreed actions required to ensure acceptance of their model both generally and for specific developments
- Work with the New Business team on wording for s106 agreements, negotiating with local authorities to get them accepted and ensure schemes are approved get into contract
- Identify potential Registered Provider partners and agree actions required to move them into a partnership to manage the homes
- Work closely with the New Business team to facilitate the delivery of the developments in agreed geographic and priority areas
- Establish a map of development opportunities, identifying those that are likely to be ready for development in the short-term as well as future strategic opportunities, agreeing priorities for action with the New Business team
- Proactively identify potential development opportunities, evaluating their suitability for by running them through the standard Appraisal model, and making bids to housebuilders for schemes that meet the organisations defined parameters, in agreement with the New Business team
- Develop strategic relationships with key stakeholders such as, but not exclusively, NHF, CIH, LGA, LEPs, Housebuilders Federation etc, in order to promote organisations, gain support for the model, and achieve a national profile for the company
- Positively promote the organisation at all times, developing effective networks to achieve business objectives
- Contribute actively to on-going continuous improvement of the business, relationship management, policy formulation, business development and the achievement of strategic aims
- Keep abreast of changes in legislation, planning policy and technical guidance in relation to housing delivery and ensure that current policy and thinking is reflected in all discussions about.
- Proactively maintain an up-to-date understanding of the model and any changes implemented to reflect changing housing environment, and ensure all materials used for meetings and other activities are the most current versions
- Contribute to a shared database of actions and contacts which enables the company to target and prioritise activities effectively
- Support strategic activities when requested, which could include attendance at Conferences to promote the organisation, speaking at meetings, undertaking presentations, attending open days and evening meetings
- Ensure that all activities undertaken comply with the organisations financial requirements and that budgets are managed effectively
- Comply with the organisations policies and procedures and particularly those relating to expenses, health & safety, people management, and equality and diversity

Essential Skills

- Experience of developing and maintaining effective networks and utilising these to further business opportunities
- Knowledge of local authority planning requirements, housing policy and NPPF
- Knowledge and experience of relevant legislation and its application
- Experience of negotiating contracts, s106 agreements and/or partnerships and other types of commercial relationships
- Experience of undertaking research and applying data to development of strategic and tactical actions, targets and operational plans


- Knowledge of UK housing association sector
- Knowledge of construction and development sector
- Experience of working for a housing association, local authority or developer
- Experience of constructing bids for new developments
- Experience of managing construction contracts
