The roleDue to continued growth and investment, Highways England is looking to recruit new Business Programme Development Leaders to join our growing Commercial & Procurement Division in Birmingham.The successful applicants will be offered a permanent contract and will contribute to the Value Chain Development work stream objectives by leading, developing and implementing the strategy / value chain plans for an assigned Investment Programme (Regional Investment Programme (RIP), Complex Infrastructure Programme (CIP) and Operations). You will also support the Head of Value Chain Development in the shaping and development of long-term value chain strategies that inform and influence efficiencies within the supply chain whilst also providing a leadership and coordinating function that brings SME`s across the Highways England investment programmes and supporting functions together under programme boards to ensure value is delivered in the most effective way.Day to day

  • Drive implementation of the strategy / value chain plan for the assigned Investment Programme area and provide necessary support to the work stream resources as well as cross-work stream resources (Product Development and Delivery (PDD) and Market Development and Intelligence (MDI)) to achieve the strategy.
  • Communicate the assigned Investment Programme strategy and implementation plan in the wider context of Supply Chain Division (SCD) and Highways England objectives with the team
  • Evolve an approach for development of the value chain plan/ framework with inputs from the Head of Value Chain Development work stream
  • Build capability within the team to adopt this approach for development of value chain plans within the assigned Programme area
  • Develop value chain opportunity cases for assigned Programme area and secure Highways England wide acceptance of the models
  • Engage with the business for approval of the business case
  • Create a plan to engage suppliers on the new framework in order to drive value
  • Apply best practices to deliver outcomes and effectively manage governance and risk (strategic risks including supplier performance and resilience)
