We are working with an East Midlands based Council who are after somebody with an excellent knowledge of SEND an the SEN Reforms to spend at least two days per week with us, to lead on developing an up to date SEF. The right candidate will probably have experience at Service Manager or Head of Service level and will be engaging in conversations with partner agencies, parents, schools, young people, etc, looking at evidence, checking things out and bringing provisional findings back to the leadership team. This would include key messages for health and other partners and possibly culminate in a multi-agency workshop. Experience and understanding of the SEND Code of Practice and of managing associated budget pressures is essential.
Given the potential for Ofsted to arrive at any time we would ideally like somebody who could start within the next couple of weeks, with a view to a finalised product by the end of this term. This product will be a detailed self-evaluation against published Ofsted criteria. The self-evaluation will be 'owned' by partner agencies because the consultant will have engaged with them as part of the production process.
By way of context, the team are performing well in terms of timescales and conversions, but there are some significant challenges around quality and quality of multi-agency advice and working. The PCF is underdeveloped. They are working to address the big issues (eg we have seconded a social worker and a SENCO into SEN Team to develop the quality of social care advice and update documentation) and we have put in place a SEND Board and draft SEND Strategy.
The Senior Leadership Team are relatively new in post and there is a positive atmosphere and environment.
