The West Midlands Combined Authority (WMCA) is comprised of 18 local authorities and four Local Enterprise Partnerships (LEPs) working together to move powers from Whitehall to the West Midlands and our locally elected politicians, who know this region best. Individual councils will still deliver services and retain their identity but on the big decisions we will have the resources to work together.

Our Programme Management portfolio is complex and diverse as we interpret and execute national devolution powers into operational effectiveness meeting the needs of our community and key stakeholders. We have a professional and flexible programme management approach balancing innovation and creativity with value for money and promoting better ways of working in everything we do. Our regional scope covers the whole of the West Midlands area and is a nationally recognised as the central UK hub. We seek to benefit the whole of our community accelerating an integrated approach to the provision of transport, housing, skills, and regeneration and innovation services.

This role reports to the Director of Finance, is an integral part of the WMCA Management Team and leads the Technical Appraisal Panel for our Investment Programme. You will lead on developing our network of contacts with local partner authorities initiating and delivering our existing and emerging capital and revenue programmes. You will work collaboratively with the policy team and senior stakeholder groups as you assure the Executive Team of programme governance and performance across the portfolio.

You are used to operating collaboratively in a strategic context able to effectively link our financial and business planning processes to excellent programme management. You can evidence experience of successful partnership working in a complex stakeholder network. You will also possess a demonstrable record of sustained senior programme management, in a bus, rail, rapid transit or corporate context adept at building and developing a strong commercially focused and proactive team.
