Department Description
The Emergency Services Network (ESN) Network Approval Testing Service team is responsible for the 3rd party testing service, enabling devices, applications and control room products to be accredited for use on the ESN. The NATS Team is a multi-disciplined team, operating over multiple locations.

The Applications Technical Specialist role has become available to support the increasing numbers of 3rd party developers joining the ESN partner programme. These 3rd parties are developing mobile and desktop solutions for use on ESN. This role is a technical role, with no direct reports.

The key aspects of the role is to:
• Support 3rd party application / software developers with resolving issues through online tools;
• Build great relationships with the Home Office and 3rd party developers;
• Work collaboratively with our external test house, acting as the owner of the test regime, ensuring the tests performed fulfill the test service requirements.

The role is based in our Basingstoke or Rugby office during the programme phase, post programme the role will be based from our Rugby office. There will be occasional travel to other offices, customers, suppliers and satellite locations within the UK.
Job Description
The role will report to the NATS Lead. The role holder will:
• Liaise with the test house, and manage the full lifecycle of 3rd party software testing.
• Manage interaction 3rd parties; i.e. technically oriented issues and queries.
• Work closely with engineering, design, product, test and project managers.
• Relationship management of 3rd parties and key stakeholder engagement with customers.

The key responsibilities of the Applications Technical Specialist will vary during the lifecycle of the project. Key activities include, but are not limited to:
• Acting as the lead on external 3rd party developer support.
• Manage the 3rd party developer experience including the day to day running of the support portal, technical content validation and onward publication.
• Proactively support NATS applications test regimes, test requests, peer reviews, technical appeals, contractual compliance, quality assurance, document ownership.
• Support the 3rd party applications forum - technical presentations, roadmap.
• Identify continuous improvement activities.
Basic Requirements
We believe the ideal candidate will have a background in supporting application software development, technical product management, or test who is looking for an opportunity to move into a more customer orientated technical role. They will have the technical ability to advise 3rd parties who develop their product to be ESN compatible. The role requires excellent communications skills and enthusiasm to help our customers and development partners to thrive.

Successful candidates are likely to:
• Bachelor of Science in Computer Science, Computer Engineering, Electrical Engineering, or a similar engineering degree from an accredited university.
• Technical understanding of Android applications, Android operating system, Android devices.
• 1 - 3 years professional experience in a product, application development or test discipline.
• Ability to analyze, reproduce, and problem solve.
• Demonstrable ability to understand technical systems and architectures.
• Familiarity with building an application using SDKs.
• Ability to translate developer or vendor feedback into specific and clear problem statements, driving onward actions with internal teams.
• Self-confidence to be able to present at developer forums and conferences to our customers and developer community.
• Must have excellent written and oral communication skills.
The following skills are considered highly desirable:
• Experience with version control systems (Git).
• At least one of the following: C/C++/C#, Java, JavaScript, Web applications.
• Experience in mobile and web application (SOAP / REST) development.
• Ability to debug applications and analyze captured logs using common debug tools, for example Android Studio, MS Visual Studio, etc.
• Understanding of public safety voice and data communications solutions
