  • To manage the day-to-day pollution control activities
  • To identify, investigate, monitor, and rectify pollution
  • To develop policies as required in the various fields relating to the activities
  • In particular, to carry out pollution related duties of the section, and more generally, duties which reflect seniority and experience, with the minimum of supervision and direction


  • To supervise and manage the day-to-day work of the two Pollution Control Officers
  • Identification, investigation, and monitoring of air, land, noise, and water pollution within the Borough
  • Taking formal and informal action to secure environmental improvement in appropriate cases
  • The development of new policies in areas related to the work of the section as required, and modifications to existing policies as legislation or circumstances demand
  • Processing of applications for permits under relevant legislation, including the inspection of premises, preparation of documentation, and the writing of authorisation/permit conditions
  • The re-inspection of relevant premises to ensure compliance with conditions, and making the necessary variations
  • The identification of areas which would benefit from environmental improvement in terms of pollution reduction, preparation of such improvement strategies in conjunction with others, and their implementation
  • The enforcement of environmental health legislation specifically related to the specialist section
  • Undertaking the necessary work to ensure that all performance indicators and targets in the Division's Corporate Plan are complied with. This will include the monitoring the work of the Pollution Control Officers, to ensure that they are contributing fully to these various indices and targets
  • The implementation of the Contaminated Land Inspection Strategy, together with a formulation of advice on the remediation of known areas of contaminated land in the Borough
  • Acting as the departmental consultee on the more complex pollution related planning applications and land search enquiries. This is to include ensuring that planning conditions relating to contaminated land are properly discharged
  • Responsible for the ongoing assessment of air quality in the Borough and the implementation of any new air quality strategies
  • Associated administrative duties which include - compilation of letters and reports following inspections; the preparation of Board reports; the compilation of technical information, statistics, etc following detailed surveys; the preparation of evidence from recommendations for legal proceedings in consultation with the Principal Solicitor, and the examination of deposited plans for the purposes of recommendations on environmental health related matters


  • Current or past experience in related work
  • Relevant degree or other professional qualification (s) e.g. BSc. /MSc
  • Working to deadlines, able to prioritise
  • Attention to detail, accuracy and neatness
  • Maths and English language / writing / reading, to a good standard
  • Investigatory, administrative, enforcement, working with people, health, or environmental pollution issues
  • Experience of monitoring equipment/regimes/and/or of software
  • Full, clean, driving license with no endorsements
  • Highly literate and numerate
  • Evidence of written work, quality/clarity of expression, document organisation and technical content
  • Able to communicate with clarity and confidence
  • Able to organise, prioritise, and use IT
  • Initiative, problem solving, taking responsibility, exploring creative solutions to problems, lateral thinking
  • Working sometimes independently but within parameters
