Requirements:-

Experienced Administrator

Hours will include an additional 5 per week worked flexibly, also occasional attendance at evening meetings.

Attending Town Council Meetings, to take minutes and record decisions of the Town Council, to produce minutes in conjunction with the Town Clerk and action resolutions.

Producing Town Newsletter in conjunction with Editor

Processing planning applications in accordance with the procedure, to ensure the planning authority receive the Town Council observations within the given timescales and to activate the early warning planning system as and when necessary.

Preparation of papers and issues notices in conjunction with the Town Mayor and Town Clerk for the Town Council Meetings

Acting as a representative of the Council as required

To study reports and other data on the activities of the Council and to share relevant information as necessary. Where appropriate, to discuss such matters with administrators and specialists in the particular field.

Drawing up proposals for consideration by the Council and to advise on the practicability and the likely effect of specific courses of action.

Monitoring the implemented policies of the Council to ensure they are achieving the desired result and where appropriate suggest modifications.

Liaising with other local authorities and official bodies as required.

In conjunction with the Town Clerk liase with the Mop fair organiser, the Police and Stratford District Council in the administration of road closures for annual events eg: Mop

To receive and deal with correspondence and documents on behalf of the Council, to issue correspondence as a result of instructions, or the known policy of the Council.

Answering the telephone and deal with enquires from members of the public.

Making appointments, answer invitations and organise civic events during the Mayoral year. To keep a record of the transactions relating to the Town Mayor's Fund and deal with all monies relating to the fund

To administer the Southam Town Council Travel Scheme

Deputise for the Clerk in their absence

To perform other duties requested by the Town Clerk and Town Council as necessary.

Attending relevant training courses

Adhere to the General Data Protection Regulations.

In conjunction with the Town Clerk/RFO the following responsibilities:

Statutory duty in conjunction with the Town Clerk/RFO to carry out functions as required under the Local Audit and Accountability Act 2014 Sections 26 and 27 and The Accounts and Audit Regulations 2015 (SI 2015/234) and will be responsible for all the financial records of the Council and the careful administration of its finances.

Monitor and be responsible for the balancing of the Council's accounts and the preparation of records for audit and VAT purposes.

Receive and report on invoices for goods and services to be paid for by the Council, and to ensure accounts are met.

Issue invoices on behalf of the Council for goods and services. To ensure payment is received.

Process the Council payroll and Pension Scheme

Provide financial reports for the Town Council papers as required.

Prepare the Town Council Meeting papers for the Precept Meeting.
