HM Revenue & Customs (HMRC) along with Revenue & Customs Digital Technology Services (RCDTS) are embarking on an ambitious and challenging digital transformation programme which will result in HMRC becoming one of the most digitally advanced tax authorities in the world.


Revenue & Customs Digital Technology Services (RCDTS) was set up in 2015 as a subsidiary of HMRC's Chief Digital & Information Officer Group and has one of the largest customer bases in the world.

The Network Operations Tooling service comprises of a number of teams focused around monitoring, managing, supporting and maintaining the HMRC network. The tools used for the monitoring, management and support of the HMRC estate are maintained and developed to achieve maximum efficiency by investigating, troubleshooting, diagnosing and resolving incidents whilst liaising with internal technical consumers, third parties and service management on improvements and enhancements.

The Role

You will be key to the Network Tooling Strategy, providing design artefacts to the Network Operations Tooling service. You will be responsible for the installation and configuration of POC environments in testing new tooling or developments of the current toolsets. You'll work with the Tooling Engineers to implement the designs into live operations.
You will also be responsible for providing high level support to technical issues in Lab, Development or Live operations for issues that cannot be resolved by the Tooling Engineers or where a high priority instances requires urgent resolution.

Ideal Candidate

The ideal candidate will be a highly motivated self-starter who has substantial experience of working in a large enterprise environment. You will be experienced in developing strategies and designs. You will be experienced in providing high-level support to colleagues with substantial experience in Tooling. The ideal candidate will have project management experience and, ideally, be ITIL qualified.

Requirements (Essential and Desirable)

The successful candidate will have the following responsibilities:
• Accountable for the definition and development of coherent technology roadmaps to meet our business strategy and service requirements.
• Driving best practice (efficiency, standardisation, supportability, security, policy adherence etc.) into our Architecture, and ensuring we are compliant with technology and data requirements and standards
• Full life-cycle solution development through initiation, design, development, integration, delivery and operation
• Knowledge and implementation of Cloud-based Solutions (e.g. MS Azure, AWS, Docker)
• Contribute in enterprise architecture review boards and act as point of contact for Enterprise and solution Architectural analysis to guide the evolution of the overall area in a wide and highly complex IT landscape.
• Ensure proper documentation of the as-is and to-be architecture for the different Enterprise Architecture domains.
• Promote the defined principles, models, standards, guidelines and plans to both business and IT stakeholders and provide information.
• Support High level Tools incident management for the HMRC estate
• Receiving of new project implementations and designs in to live support
• Technical Authority review of proposed changes to ensure quality and reduce risk.
• Multi-task and support a number of different tasks simultaneously.
• Lead on high level technical incidents where called upon
• Adhere to HMRC's Policies, Standards and Directives.
• Deliver high quality work to meet HMRC expectations and Business needs.
• Be self-motivated.
• Maintain Professional and Technical Development.
• Contribute to Continual Service Improvement.
• Maintain personal skill profile and plan development with line manager
• Effective awareness and management of risk within the NOC and feeding into wider delivery groups
• Attend technical meetings, change advisory boards, service reviews when required.
• Develop and contribute to the training of junior staff where required

Specific professional/academic qualifications for the role include:

• Professional experience architecting large scale solutions
• Significant Experience in Enterprise Management architecture
• Knowledge and proven skill with at least one major server operating system (UNIX/Linux or Windows Server): good working knowledge of Windows Server
• Ability to provide detailed and consumable documentation around best practices for deployment of tooling applications, automation.
• Strong knowledge and experience of working with HTML, Java, MySQL, XML, REST, SOAP, Powershell.
• Degree level or possessing equivalent technical skills and experience
• Prince2 or ITIL v3 Foundation certified
• TOGAF certification or willingness to obtain this within the next 12 months.
• SC Clearance (must have or be willing to obtain)
