Two positions available.

MAIN ACTIVITIES:

To: Act as a single point of contract for a number of Corporate Clients, Customers and Partners to:

Fully understand their operational needs and work with them to develop and update a four year programme of maintenance minor and major works projects for all their assets as part of creating a full life cycle model for all property assets to meet their changing operational needs.

Co-ordinate the delivery of their capital and revenue programmes, including the design and management and the delivery of projects within their agreed time and budgetary requirements

Represent their operational interests for all their reactive, planned, programmed and project work, arrange feasibility surveys, full design, specification and project management of all building projects/works paying particular attention to the incorporation of energy conservation measures.

Ensure that open and transparent partnering agreement/s or contracts are in place to meet the planned and programmed life cycle maintenance including day to day and reactive maintenance call outs as required.

Manage the supply chain either through single contract or multiple providers to deliver day to day maintenance, minor and major works to meet requirements of the Corporate Clients, Customers and Partners and respond to any critical or high profile reactive maintenance issues.

Represent their interests at asset management meetings to ensure that asset are suitable, sufficient and in an appropriate condition for their operational needs, identifying surplus and/or additional requirements.

Provide support to their capital/revenue project/programme management and manage all internal/external project resources.

Ensure that appropriate technical and professional resources are available either internally or externally and that all technical and professional framework contract/s are current or renewed in a timely manner to prevent any adverse impact on project and programme delivery or adverse impact on service delivery.

Secure works, projects and services utilising the approved partnering supply chain contract/s

Lead motivate and manage multi disciplined project teams including clients, contractors and consultants on major projects.

Identify and resolve with supply chain partner/s maintenance/service issues on council owned/leased building stock to maintain effective operation of those buildings

Control and coordinate technical and budgetary aspects of specific/works projects as directed by senior management.

Ensure that appropriate site supervision of capital and revenue works/projects is in place to ensure satisfactory standards of workmanship and materials.

Ensure that technical specifications/drawings/layouts are provided to the supply chain partner/s

Work with the Commercial team to carry out performance management of all nominated client/customer/partners project and programmed work to advise on accuracy of budgets to tendered/cost price are within +/- 5% or as agreed, and that all projects and programmes are managed within 5% of agreed timescales or as otherwise agreed.

Undertake such other duties appropriate to the grade of the post as may be delegated by senior management.

Person Spec

Thorough understanding of all building services and construction related issues and how customers use their built environment.

Understanding of the financial challenges within a modern council environment, balancing the needs of high levels of customer service within tight financial constraints.

Full understanding of Statutory Compliance across a multi user/multi client estate, where the Council is not always the procuring authority.

Experience of managing multi client budgets with related income and recovery targets, circa £5m in any one year.

Demonstrable experience of bringing together capital and revenue building services budgets and operations.

Experience of engagement with a mixed range of clients and stakeholders, understanding their operational needs and ability to translate these into clear briefs and deliverable outcomes within the built environment

Experience in project and programme management across a range of building services related disciplines, including but not limited to: M&E reactive, construction and planned maintenance.

Membership of a recognised building services industry related body, RICS/BIFM/ACIOB/CIBSEetc

In-Tender or similar licence or can demonstrate working towards the qualification
