Highways England have awarded telent the contract for the operation and management of NRTS2 (National Roads Telecommunication Services), NRTS is the network of communication and control that Highways England uses to monitor and manage England's motorways and major trunk roads, it is a critical component of national infrastructure supporting the country's 4,400 mile strategic road network.

The contract includes a major technology transformation programme in addition to general maintenance and management of the network; The transformation programme comprises of 11 technology projects, including the introduction of new wireless and IP CCTV services, new management systems and the next-generation upgrade of all technology, this will ultimately enable Highways England to prepare for the future and enable safer roads, more efficient delivery and a better road user experience.

Role Profile

Reporting in to the Transformation Implementation Manager the Project Engineer role will be to provide the technical management of all projects liaising with Transmission network designer, third party contractors, (civils, communications and IT contractors) and the project installation and commissioning teams and Key Customer stakeholder. They will establish technical and programme timescales required to support the delivery of CCTV, Core and Access projects and provide reports and data to the project management teams to ensure projects are delivered on to time to the required standard.

Typical Deliverables:

* Identifying requirements at various stages of the project lifecycle
* Supporting project delivery functions including project management and liaise with technical design, programme planning, pre-build and testing, installation, commissioning, and site handover.
* Liaise with contractors
* Provide technical support to the Transformation Implementation Manager
* Reporting and governance
* Identifying and managing risk
* Ensures accuracy and integrity of network related configuration data based on ITIL principles
* Review of all projects to establish agreed forward programmes
* Hold regular meetings with stakeholders
* Provide guidance to technical / design teams
* Produce package of information to the Transformation Implementation Manager to enable the planning of the works including for Planned Engineering Works, site work instructions, TM, references to specific site documentation, red lined drawing and Health and Safety
* Documentation
* Site walk through and surveys
* Escalate risks and Identify areas for improvement;
* Support production of all site information designs, RAMS, site specific instruction sheets, scope of works
* Reporting
* Inventory management

What we are looking for from you:

* Ability to work in a cross functional / matrix environment
* Good working knowledge of transmission networks
* Knowledge of DWDM / IP/ CCTV equipment
* Financial and commercial awareness
* Working Knowledge of Health and Safety and Environmental legislation and how this is applied
CDM Experience
* Full Driving licence
