The Role

The Estate Facilities Manager (EFM) is a key role within DIO Central for Estates Delivery within the Service Delivery Area 14 (SDA 14) structure. The role is key, high profile, challenging and will provide a sense of achievement in delivering both hard and soft facilities management within this area.

You will have a critical role as an individual and semi-autonomous leader of sites within SDA 14 and will be responsible for the engagement and stakeholder management of your establishments and its customer representatives. The work involves collaboration with the Industry Partner and other agencies to deliver key tasks including providing assurance of delivery of statutory compliance of the estate together with delivery of customer development tasks. Working closely with and supporting the Senior Estate Facilities Manager (SEFM), your immediate peers and the wider DIO community you will ensure that the industry partner is delivering the correct level of service against agreed indicators and enable issue resolution to ensure that site-based delivery matters are resolved to maintain operational outputs against agreed requirements.

Whilst not a prerequisite, the role would benefit from prior experience in infrastructure management.

Main Responsibilities

The EFM role is responsible for the effective management of site delivery activities, key aspects of which are:

• Assurance of both hard and soft facilities management delivery for a multiplicity of tasks with particular focus on statutory compliance including
• Legionella
• Asbestos
• Construction Design and Management (CDM)
• Effective management of additional works service tasks including delivery of the Top Level Budget (TLB) Command Infrastructure Delivery Plan (CIDP) and contract amendments
• Collation and reporting of hard and soft facilities management data
• Maintaining key stakeholder engagement with both the industry partner and customer representatives
• Effective and timely issue management
• Supporting SEFM at all site-specific infrastructure meetings with industry partners, customers and TLB representatives

Desirable Experience

Applicants should be able to demonstrate their aptitude for the role such as;

• A period of practical experience at an appropriate level in Estate Management and/or an understanding of Contract Management in a demanding delivery environment

• Infrastructure Management experience

Desirable Qualifications
• A recognised qualification in Facilities Management, Construction or Building Services related field
• Working towards an appropriate qualification
• A recent or impending graduation

Travel Requirements

Regular travel within the SDA and periodic opportunity to travel to interesting and varied locations within the UK. Occasional overnight stays may be required.

The post-holder may be required to make site inspections of construction sites, airfields and training areas. This may expose the post-holder to inclement weather conditions and require them to negotiate busy work sites and uneven ground

About our Team

DIO Regional Delivery Central Region manages the delivery of the DIO contracted and associated services to military users. This includes contract performance and assurance management while developing and maintaining effective relationships with senior users, key suppliers and other elements of DIO such as Major Programmes and Projects, the Defence Training Estate and Accommodation to deliver the outputs that supports Military Capability

The SDA 14 Midlands is responsible for the delivery of Hard and Soft infrastructure services for the 5 major and many minor establishments within its remit and in accordance with the wider Regional Delivery roles and responsibilities
