Main Purpose of Job

Responsible for designing, implementing and improving a sourcing strategy for a stated category within an overall category management structure. Delivers value for money and innovation in accordance with the agreed procurement strategy and business plans.

Responsible for key strategic supplier selection and contract negotiations relating to a defined category area.

Acts as a role model of professional procurement practice, delivering high quality solutions to meet the needs of a fast paced and changing organisation, whilst delivering value and having significant coverage and commercial influence over PHS's third party expenditure.

Principal Accountabilities

Designs and implements procurement strategies that deliver financial and other performance targets such as service, quality, supply chain improvements and risk management.

Deliver the procurement category strategy including sourcing activities which generate benefits and achieve financial savings targets through insight and analysis of category and sub categories areas, including:

  • Analysis of procurement spend and supply base to establish suppliers per procurement category and sub category
  • Analysis of supply markets to identify potential suppliers and market trends
  • Identification of internal and external cost drivers in the categories.

Use leading practice procurement tools to develop and implement the sourcing Strategies including:

  • Supply market positioning
  • Supply base profiles
  • Supplier assessment
  • Supplier financial analysis
  • Request for Information (RFI), Request For Proposal (RFP), Request For Quotation (RFQ) and Invitation To Tender (ITT)
  • Service level agreements
  • eAuctions
  • Summary of quotations
  • Cost analysis
  • Objective decision making

Knowledge, Skills & Experience

Professional/Technical Qualifications

  • CIPS (Chartered Institute of Purchasing and Supply) / Degree (or equivalent)

Experience & Job Knowledge

  • Proven experience in a procurement category management role
  • Proven experience of working in a cross functional environment
  • Proven experience of delivery of a procurement category strategy and benefits including financial savings
  • In depth procurement knowledge of specified procurement category and procurement tools & techniques
  • Knowledge of indirect expenditure Category Groups
  • Experience of working with a fragmented user base in multiple locations
  • Experience of working in a complex environment with a high level of uncertainty around predicted or future demand
  • Experienced user of Microsoft Office: Word, Excel and PowerPoint

Skills & Competencies

  • Ability to analyse, evaluate and recommend on risk,
  • Ability to work under own initiative
  • Ability to analyse issues at supply market level and supply chain level
  • Ability to lead negotiations at the highest levels with suppliers on contracts up to GBP10m

  • Takes ownership of specific tasks/projects as directed by the Group Head of Procurement
